The Richmond City Center is located on the southwest corner of MacDonald Avenue and Marina Way in Richmond, California. This 76,620 square foot neighborhood retail center is part of a larger mixed-use redevelopment project in downtown Richmond which also includes affordable and market-rate apartments, for sale town homes, a senior citizens' apartment complex and a new police station.

The project site and the surrounding five-block area were acquired by the City of Richmond using federal funds for redevelopment. The city's objectives were to revitalize the downtown area by attracting businesses serving area residents and to provide affordable housing. The Martin Group was selected to develop the retail portion of the project in 1990. Construction was completed in October, 1993, and lease-up was completed shortly thereafter. The center is currently 98% occupied and is owned and managed by The Martin Group and its Limited Partners.
